<text>Ricardo Esquivel Teixeira Duarte was born on October 10, 1886, in Lisbon. Son of Joaquim Teotónio Teixeira Duarte and Maria da Conceição Teixeira Duarte, he married Maria José da Graça Teixeira Duarte, with whom he had three children. He graduated in civil engineering from Instituto Superior Técnico (IST). At the same time as he was practicing civil engineering, manifested through his interventions in the Port of Lisbon, in 1921 he founded a foundations and soundings company (Empresa de Sondagens e Fundações Teixeira Duarte, Lda), which later became Teixeira Duarte SA.

He was president of the Engineering Section of the Engineers Association, integrating the Corporate Chamber. In this context, he represented the construction companies during the IV legislature, between 1945 and 1949. From this period, it stands out his opinion on the Port of Lisbon, reflected in the text Melhoramentos no Porto de Lisboa. In the V legislature, he continued his work on the 9th section of construction and building materials, adding the intervention in the 8th section of electricity and fuels, in the 11th section of transport and tourism and in the 23rd section of public works and communications. In the framework of these responsibilities, he also wrote his opinions on different topics, present in the texts Conservação dos Edifícios Escolares, Regulamento Geral de Edificações and Estatuto do Turismo. During this period, he served as president of the Board of Directors of the Engineers Association, appointed for the three-year period 1950-52 and succeeding Belard da Fonseca.

During his tenure as president, Ricardo Teixeira Duarte dealt with some obstacles, namely the growing unemployment of engineers and the first symptoms of a unanimous division of engineers. However, his leadership is also highlighted by the positive performance of the different sections, increasing its initiative capacity. It was also during his term that the publication of the Boletim da Ordem dos Engenheiros began, with the first issue published in January 1951. On January 15, 1952, Teixeira Duarte wrote to the Board of Directors stating that he no longer had the conditions to continue commanding the destinies of the Association, ending functions on July 21 of the same year.

Other milestones of his political-administrative career are manifested, for example, by integrating, as a technician, in the Physiocratic Services of the Ministry of Agriculture. He was also chief engineer of the Roads Direction of the Faro District and, finally, vowel of the High Council of Public Works. Ricardo Esquivel Teixeira Duarte died in 1959.</text>
